Does an Overseas Beneficiary Need a Jamaican TRN?
A beneficiary does not need a TRN merely because a will names them. A TRN is usually needed when they enter a Jamaican land, tax or registration transaction.
An overseas beneficiary does not need a Jamaican Taxpayer Registration Number simply because a will names them. A TRN is usually required when that person must transact with Tax Administration Jamaica or another government body, especially if Jamaican land will be registered in their name or they will sign a land transfer.
What a TRN is
A TRN is a unique nine-digit identifier issued by Tax Administration Jamaica. It allows TAJ and other public bodies to identify the person involved in a transaction. Having a TRN does not, by itself, create a Jamaican tax liability. Liability depends on the person's income, property or transaction under the relevant tax law.
When an overseas beneficiary is likely to need one
TAJ has stated that overseas persons who are parties to transactions processed in Jamaica, including land transfers and mortgages through the Stamp Duty and Transfer Tax Section, must have a TRN. The Government's notice is available through the Jamaica Information Service.
In an estate, a TRN is normally needed where the beneficiary will:
- receive registered land in their own name;
- transfer or sell an inherited interest;
- participate in a transaction submitted to TAJ; or
- satisfy an institution's identification requirements for release or registration.
A beneficiary receiving only a cash distribution may not need a TRN for the estate transaction, although the bank or remittance process may have separate requirements. Confirm the proposed distribution before asking every beneficiary to apply.
How an individual applies from overseas
The official process has used the Application for Taxpayer Registration for Individuals, Form 1, together with certified identification. The Government's overseas guidance says the applicant should submit the signed form and a notarised copy of the relevant identification. Current forms, submission channels and certification wording can change, so confirm the instructions directly with TAJ before mailing or signing anything.
Use the applicant's legal name exactly as it appears on the passport. If the will, title or civil-status records use another name, provide the marriage certificate, deed poll or other linking evidence rather than changing the name informally on the form.
An attorney or authorised representative can help prepare and lodge the package, but the applicant still has to provide accurate personal information, identification and any required authority. Do not send original passports.
Start based on the transaction, not an assumed deadline
There is no safe universal promise that an overseas TRN will be issued in a stated number of weeks. Apply early once it is clear that the beneficiary will enter a registrable or taxable transaction, and keep proof of submission. If the estate is still deciding whether land will be sold or assented to beneficiaries, settle that plan first.
How this fits into a land transmission
For a sole owner or tenant-in-common, the executor or administrator first obtains the grant and applies for transmission. The NLA then records any assent or transfer to the persons entitled.
